Reimbursement Program

Program Overview:

Update 7/1/25 — Due to the increased volume of applications in the Social Services and Higher Education programs, please allow 4-6 weeks from submission of completed application to receipt of payment. While we do offer some emergency assistance program services that allow for a quicker turnaround, these are exceptions and should not be considered as the standard processing time.

Through the School Clothing and Extra Curricular Activities Reimbursement Program (SCECARP), the Shawnee Tribe provides funds to assist with reimbursable expenses in purchasing clothing, shoes, and required extracurricular items for primary school-age tribal citizens. The tribe may also provide a Direct Purchase option for families unable to prepurchase school clothing and shoes for reimbursement.

Through SCECARP, eligible applicants may receive up to $800 of assistance per fiscal year for school clothing & shoes and up to $400 of assistance per fiscal year toward extracurricular activities expenses. Approved applicants may submit reimbursement requests up to six (6) times per fiscal year for school clothing & shoes and up to three (3) times per fiscal year for extracurricular activities purchases.

All reimbursements are mailed—there is no in-person pick-up. Processing typically takes 4-6 weeks depending on the number of applications in the queue. E.g., applicants submitting between July and October may experience a longer wait time due to the September 1 program deadline.

Eligibility:

Receipts must be dated between September 2, 2025, and September 1, 2026, to qualify for reimbursement. Receipts outside this period are ineligible.
Submit a complete application with all signatures by the deadline to ensure processing. Late or incomplete applications won’t be processed.
Eligible participants include Shawnee citizens in state-certified Head Start or Pre-K through 12th-grade programs, including homeschoolers. Homeschooled students must provide additional enrollment verification.
Eligibility for the Reimbursement Benefit is not based on family income, location, or dual citizenship, but family income determines eligibility for the Direct Purchase Benefit.
The school clothing allowance is solely for purchasing school clothing, shoes, or uniforms.
Extracurricular activity purchases may be reimbursed individually, but not through the Direct Purchase option.

Please Note: For reimbursement, submit all required documents, a complete application, and receipts. Receipts without the necessary documents won’t be reimbursed.

Completed and signed Application Packet and school enrollment verification form
Copy of the student’s Shawnee Tribe Citizen ID Card
Original receipts for qualifying purchases (see receipt guidelines for details)
Income verification form and most recent month’s paystubs for Direct Purchase Assistance (if applicable)
Proof of custody or guardianship (if applicable)
Clothing Details Form for Direct Purchase Assistance (if applicable)

Complete applications are processed in the order they are received; incomplete applications will wait until all documents are submitted.

RECEIPT GUIDELINES—Receipts must meet the following to be considered reimbursable:

Eligible Dates: Receipts must be dated within the current program year (September 2 – September 1) to qualify.
Receipt Details: Must be itemized with the purchase date, vendor name, and total price.
In-Store Purchases: Send original paper receipts by mail or hand-deliver them. Combine online and in-store receipts by mailing all together in one packet to count as one of the six submissions.
Online Purchases: Digital receipts are accepted if they meet all requirements. These receipts can be emailed or printed to mail/hand-deliver with your application. Attach a delivery confirmation with each digital receipt.
Identification: Write the student’s name and Shawnee Tribe enrollment ID on the top of each receipt.
Highlighting: Do not use highlighters on receipts—use a pen to mark items for each child.
Multiple Children: It’s fine to have expenses for multiple children on one receipt; just clearly mark which items are for each child.
Purpose: Indicate if items are for school clothing or extracurricular activities.
Non-Reimbursable Items: Ensure receipts only include reimbursable items. If non-reimbursable items are included, clearly indicate the items for school clothing or extracurricular.
Multiple Receipts: You may submit several receipts per student.
Handwritten Receipts: These are discouraged and may be rejected by the Shawnee Tribe.
